Combine flour, salt and pepper. Season the beef roast with 2 tbsp flour mixture. Set aside the remaining flour mixture.
Heat a large skillet over medium-high heat. Place roast in skillet and brown evenly. Place roast in slow cooker
Combine broth, tomato paste and thyme in a small bowl. Add the reserved flour and whisk in. Pour mixture over roast in slow cooker. Add potatoes, carrots and onion.
